The striking thing to me is that both of these are staged photo ops, so what we're looking at here isn't just coincidental - a "who happened to be there" but rather a decision about how these two Presidents wanted to present themselves. And apparently Bush was perfectly comfortable signing a bill that's primarily about women's health and lives without feeling the need to bring in any women - even as window dressing.
